Ani druhé DLC Cities: Skylines nepřineslo výrazné změny v hratelnosti a hru oživuje převážně vizuální změnou v podobě zasněžených měst. Navzdory názvu jsou největším tahákem Snowfallu nové tramvaje, přičemž sněžné mapy jsou nanejvýš příjemným zpestřením stále stejného základu.
